The ability to rename folders is available starting Windows 10 October 2018 Update (version 1809) and later. If you don’t see this option in the Settings app, it’s because you’re not running the supported version of Windows 10. If you want to change the background color of File Explorer into a dark theme, you can use the High Contrast Themes: Settings. Just keep in mind that this isn’t a new version of File Explorer, as we’re expecting that Microsoft will eventually replace the experience with a modern version that aligns with the design language of Windows 10. Please be informed that there's no option to change background color in File Explorer, however, you can change the color of Start, Taskbar, Action Center by going into Settings > Personalization > Colors. Once you complete the steps, open File Explorer, and you should now see the dark mode. Under the “More options” section, select the Dark option.
